SUMMARY:MIE Seminar: A Health Care Experiment Called Massachusetts: Lessons for the Nation
DESCRIPTION:The Vinod Sahney Distinguished Lecture Series on Health Systems Innovation \n“A Health Care Experiment Called Massachusetts: Lessons for the Nation” \nAndrew Dreyfus\, President and CEO of Blue Cross Blue Shield of Massachusetts (BCBSMA) \nMassachusetts has long been at the vanguard of health care in the U.S. – from the country’s first public health department to its landmark universal health coverage law and statewide cost control framework. What can the Massachusetts experience tell us about the nature of health system change\, the potential for improvement\, the challenges that remain and what it all means in the run up to 2020? \nBio \nAndrew Dreyfus is President and Chief Executive Officer for Blue Cross Blue Shield of Massachusetts (BCBSMA)\, one of the largest independent Blue Cross Blue Shield plans in the country. During his tenure\, BCBSMA has consistently been recognized as one of the nation’s best health plans for member satisfaction and quality. Mr. Dreyfus assumed the role of CEO in September 2010. \nMr. Dreyfus joined BCBSMA in 2005 as Executive Vice President\, Health Care Services. During his tenure\, BCBSMA created the Alternative Quality Contract\, one of the largest commercial payment reform initiatives in the nation. Previously Mr. Dreyfus served as founding President of the Blue Cross Blue Shield of Massachusetts Foundation\, where he developed the “Roadmap to Coverage\,” a multi-year initiative which led to the passage of the state’s landmark 2006 Health Reform Law. \nPrior to his appointment at Blue Cross\, Mr. Dreyfus was Executive Vice President of the Massachusetts Hospital Association (MHA) and held a number of senior health and regulatory positions in Massachusetts state government. \n\nVinod K. Sahney PhD is a Distinguished University Professor at Northeastern University. His healthcare industry experience includes over 30 years at Henry Ford Health System\, MI and Blue Cross Blue Shield of MA as Senior Vice President and Chief Strategy Officer. He is a founding member of the Institute of Healthcare Improvement (IHI) and the Group Practice Improvement Network. He is a founding member and past President of Society for Health Systems (SHS) focused on improving Health Care Operations. Dr. Sahney’s professional recognition includes The Frank and Lillian Gilbreth Award for lifetime contributions to the field of Industrial and Systems Engineering. He is an elected member of National Academy of Engineering and The National Academy of Medicine. \nHosted by the Department of Mechanical and Industrial Engineering\nOrganized by Prof. Jacqueline Griffin

SUMMARY:INFORMS Seminar: Machine Learning to Address Hospital Capacity
DESCRIPTION:Want to know how to combine Machine Learning and Optimization in healthcare? Join our seminar with MIT post-doc Dr. Taghi Khaniyev on September 26th\, 5:00 – 6:00 PM at Curry 333. To join us\, please RSVP here. \nAbstract: \nHospital congestion is caused by\, among other factors\, an imbalance of the timing of patient admissions and discharges. We implemented a real-time clinical support tool to predict next-day’s surgical patient discharges. We trained a machine learning model using 20\,745 previous patients’ recovery care paths at a Massachusetts General Hospital (MGH). Then\, with an iterative process\, we analyzed mismatches between predicted and actual discharges to identify areas for improvement in the discharge process and to enhance the accuracy of the tool. Three pilot implementations were conducted on the selected inpatient floors in collaboration with nurse directors and attending surgeons. The model achieved an average out-of-sample AUC of 0.89 and identified an estimated 128 savable bed-days during the 90-day study period. To enable timely discharges\, we also developed an optimization model which identifies a minimal list of barriers that need to be addressed to successfully transition each patient out of hospital. This list would ideally serve as an automatic draft ‘action plan’ for each patient which is of utmost importance\, especially at times of capacity crises.

SUMMARY:Traffic-Based Framework for Measuring the Resilience of Ground Transportation Systems under Normal and Extreme Conditions
DESCRIPTION:Please join the Department of Civil and Environmental Engineering for the first Distinguished Seminar of the semester with Dr. Jesus de la Garza of Clemson University. \nABSTRACT: Ground transportation systems are essential for the mobility of people\, goods and services. Thus\, making sure these systems are resilient to the impact of natural and man-made disasters has become a top priority for engineers and policy makers. One of the major obstacles for increasing the resilience of ground transportation systems is the lack of a measuring framework. Such measuring framework is critical for identifying needs\, monitoring changes\, assessing improvements\, and performing cost-benefit analysis. This research addresses this problem by developing a traffic-based framework for measuring the resilience of ground transportation systems under normal and extreme conditions. The research methodology consisted of: (1) creating a microscopic traffic model of the road under study\, (2) simulating different intrusions and interventions\, and (3) measuring the resilience of the system under the different scenarios using the framework developed. This research expanded the current definition of infrastructure resilience\, which includes the assessment of system performance versus time\, to add a third dimension of resilience for ground transportation system’s applications\, namely: location. This third dimension considers how the system changes along the different locations in the network\, which reflects more accurately the continuous behavior of a ground transportation network. The framework was tested in a 24 km segment of Interstate 95 in Virginia\, near Washington\, D.C. Four hazard conditions were simulated: inadequate base capacity\, traffic incidents\, work zones\, and weather events. Intervention strategies tested include ramp meters and the use of the shoulder lane during extreme events. Public policy was also considered as a powerful intervention strategy. The findings of this research shed light over the current and future resilience of ground transportation systems when subject to multiple hazards\, and the effects of implementing potential interventions. \nBio: Dr. Jesús M. de la Garza is Professor and Chair of the Glenn Department of Civil Engineering at Clemson University.  Prior to joining Clemson\, he was the holder of the Vecellio Endowed Professorship in Construction Engineering and Management at Virginia Tech.  Dr. de la Garza has been inducted into the National Academy of Construction.  He has received the Faculty of the Year award from the ASCE’s student chapter\, ASCE’s Peurifoy Construction Research Award\, ASCE’s Thomas Fitch Rowland Prize\, ASCE’s Best Paper Award from the Technical Council on Computer Practices\, and has been elected to the grade of Distinguished Member of ASCE.  Dr. de la Garza has received CII’s Outstanding Researcher Award\, CII’s Distinguished Professor Award\, CII’s Outstanding Instructor Award and CII’s Richard L. Tucker Award for Leadership and Service.  Dr. de la Garza is a Fellow of the Construction Management Association of America and a Fellow of the Project Management College of Scheduling.
